In April, 1907, shortly before his
final departure from this Colony, Sir M. Nathan arranged
that, during the interval which elapsed before my arrival
in Hongkong, Mr. C. McI. Messer then Assistant Land Officer
in the Northern District of the New Territories, should
act as Colonial Treasurer for Mr. A. . Thomson who took
Sir Henry May's place as Colonial Secretary. Mr. Messer,
then, pointed out that he would suffer pecuniary loss
through this acting appointment (a) on account of having
to obtain quarters for himself and his wife in Hongkong,
(b) on account of loss of travelling allowance, and (c)
owing to expenses incurred in moving from Taipo to Hong-
-kong. Mr. Messer drew attention to the General Order
(p. 209 of Hongkong Civil Service List for 1910) which
